Meet Emmanuella Doreen Kwoffie

Emmanuella Doreen Kwoffie is a dynamic legal professional admitted to practice as a Barrister and Solicitor of the Supreme Court of Ghana, with a strong track record in international climate policy, negotiations, country engagement, project origination, and sustainable development finance. She brings legal expertise and global environmental insight to the forefront of climate action.

Currently, Emmanuella works with the Green Climate Fund (GCF) the world’s largest climate finance mechanism supporting developing nations to access critical resources for low-emission, climate-resilient development.

She joined the GCF delegation on a high-level mission to Ghana, where the team engaged His Excellency John Dramani Mahama, President of the Republic of Ghana, along with other key leaders including the Deputy Minister for Finance, the Minister of Climate Change and Sustainability, Prof. Nana Ama Browne Klutse, the CEO of the Environmental Protection Authority (EPA), and the Secretary-General of the AfCFTA Secretariat, among others. These strategic dialogues explored opportunities to strengthen regional presence, expand investment platforms, and identify priority areas where GCF support can make the greatest impact.

The mission was marked by both success and sorrow, following the tragic loss of eight civil servants, including the Minister for Environment dedicated champions of climate action whose legacies will endure.

Emmanuella recently transitioned into a new role as Operations Analyst (Consultant) with the Department of Africa at GCF, where she now works closer to the heart of GCF-funded activities across the continent. Her journey from traditional litigation in Ghana to shaping climate finance at the global level reflects her passion, resilience, and commitment to advancing climate justice for Africa and beyond.
